Overview: Ruthgar (rooth-gar) is the easternmost nation defined by the treaty of Oth Dumar, although it was not called by that name when the treaty was signed. Despite several episodes of unrest and tyranny in its history (both as Orithua and Ruthgar), the citizens have managed to keep a very loose republic running for over 600 years. The current system recruits its leaders from those who have served on a local or military council (no matter how small), and voting is extended to all literate citizens. The actual voting body though is mostly wealthy and the Trithage merchant council is constantly at odds with the “nobles” of Denro. Election for a leader is held when the previous ruler dies or resigns because of old age, as the Lifelord rules as long as he wishes and pleases the people. The current Lifelord, William Fen, is a boisterous and generous ruler. He constantly thwarts efforts of the merchants to undermine his authority but also promotes trade with the nations surrounding the Sea of Enet.
Ruthgar’s borders are defined on the west and south by the Sea of Enet and the Azmer Ocean, respectively. The northern border was established by the treaty of Oth Dumar and is shared with Marae. The eastern border is defined in part in the blue hills by the dwarven kingdom of Edar in the northeast and the Ash Forest to the southeast. The two great cities of Denro and Trithage support most of Ruthgar’s economy and boast many magnificent temples, manors and palaces. The Lifelord’s palace in Denro is possibly the most well equipped palace in Faylia due to its relative newness.
Ruthgar has the second most well trained and extensive navy of all the kingdoms of Faylia. They are adamant about quelling piracy throughout the seas and Ruthgarian ships are welcome and can be found in almost any national waters except those of Tyr. Their local fighting forces are generally militia except in the large cities, which have standing armies. All of these forces are lead by rangers or fighters, but most have other professions. Many individuals lead bands to Marae to help in the struggle against Irlghik, but not as many as other allied kingdoms.
